I have 3 I can think of right now. A purely pvp game, a game that has more world events, and a game that is affected by those world events
And by pvp, I mean no raids, no dungeon crawls, nothing that involves pure scripted action. I'm not saying no scripted action, though. For instance, a SMALL amount of guards, leaders you can kidnap/assassinate, and other neat stuff like that. I like the concept of player made cities, but from what I hear those ideas are better in theory (shadow bane, age of conan).
If faction based, have capturable graveyards/towns you can use to go against the enemies. Take whatever you can from past games to push this even further. Bounties on people's heads and siege warfare would be cool. I'd like to see even the slightest pve-oriented quests have a pvp counter. Maybe have hostage rescue type quests from one faction to the other. If there IS raid/dungeon type content, let people fight over it.
More world events is another one I think would be really cool. Have a high target npc visit a town that is of such high importance everyone wants to take it. Maybe have some gms control insanely badass monsters to go attack a town. Toss a few items out that go away after a day, but for that one day make whoever gets them crazy badass. Stuff like that, and NOT the shitty world event that was the AQ gates opening that wow had. "Collect eleventy billion linen bandages" is a shitty world event
As far as world changing, player-made towns might be the only way for that to happen, so I might try one of those games. I'd like to see an attacked city repair itself dynamically. Maybe spots where a lot of people fight will be littered with bones. Stuff that shows the history of what has happened on a server just by looking at it. Maybe an innkeeper mentions by name someone from the other side who has killed a ton of people

Ooh, I like the assassination idea. Have the server randomly pick someone who logs in (perhaps ask them how long they plan on playing, before they log in). That person would be the assassination target for the opposing faction.
give bonuses/rewards to which ever side wins the assassination (assassinate/defend), and of course a bonus/negatives to the poor victim.
I'd have it be a timed event (1hr-2hrs) and have a HUGE ass icon above the target.
It would be really funny for someone that the server didn't like to get picked as the target. Like if nobody protected him and helped the opposing faction kill him. >

AC2 had that idea generally and it bombed horribly. The problem is that you have to have NPC content to get players started, and not just one or two, you have to have a good amount of PvE content in order to fuel PvP content. Then again, AC2 also didn't have the city building content in place at launch...or a year after launch...in order to fuel player based city growth. Dawn generally had the same idea you had, as did Wish I believe. Basically, that's where lots of gamers would like MMOs to head, but the people able to produce the money for such a product are scared because of all the failures associated with it.

Not so much that you have to have mobs to fight against, but there has to be something to gain, a way to gain advantages over another player, a way to gain or use abilities and a way to lose. Rock, paper scissors has to start somewhere  Plus, you'll want to attract a large playerbase (if you're in the business of making money, which most companies are) so you need to create a sub-set of activities for non-pvp specifically oriented people can play (like crafters). Crafters pretty much require some type of environment that isn't playerbased to gain and use materials. You can, however, extend your pvp so that crafters required protection from harm and the pvp people got points for defending them.

Hmmm, good question.
First, I'd like to see REAL PvP, not this instanced battleground/arena bullshit. I want to be able to walk up to anyone, anywhere and kill them, or at least be able to try. I also don't want towns littered with like 100 guards that can gang rape you, if your own players can't protect the city then too bad. (On second thought, maybe noob starting towns would be protected from players at a given lvl so like no one over lvl 10 can attack the noob town) Anyway, you get the idea.
I'd also like to see the ability to lvl from PvP, killing players of same or higher lvl then you should yield some sort of expierence. Quests like this would be nice too, something like Go to Town X and kill 20 people, and you get Item/Gold and expierence.
Dynamic duengons, Diablo had this down pretty good, even Hellgate does a decent job, the duengon should have a different feel when you enter it, not the same old, work trash mobs pull boss, wash, rinse and repeat. It's booring!
I want to see the effects of taking over a town/city/capital. If Faction X takes a city of Faction Y then it should have effects in the immideate area. If you take over a Capital city then it should affect the entire region.
I want to see grinding done away with. Sure there are things that should cost thousands of gold, but mounts should not be one of them. You need Mount X to reach Area A, but Mount X costs 5000 GP and you can earn 50 GP/Day, this mentality is what keeps gold farmers in business. People with real lives don't have 100+ days to do nothing but grind gold to buy something you HAVE to have to progress.
I'm sure I'm going to get flack for this one: I'd like to see 16+ servers. And not in a shitty way that everyone knows. When you set up the account access to servers is based on your birth date. If you are 16+ you get access to Adult Only servers, everyone else doesn't even see them as a server choice. Maybe it's because I hate 10 year olds who's mothers think the computer is a personal babysitter thus their little pride a joy goes about being a total prick, but I think they can do it amongst themselves on their own server. Sure there are exceptions, but at least when a 20+ person is being a prick it sounds 1/2 way intelligent, it's not just "you're a fucking fag, faggot".
Here's another pet peeve of mine. Monsters should drop things that make sense. A wolf should not drop "The Sword of the Avatar" or whataver random shit the server rolls. Wolves cannot use swords, Werewolves on the other hand could, but why? Wolves should drop hides, and maybe some random gold/gems they had in their stomach from the poor soul that they last ate. Humanoid creatuers should pretty much be the only ones to drop weapons/armor.
Player Cities: Star Wars MMO had it right, I loved how they implemented player cities, not too much I can say about it other than I loved it.
Real World Events! The General From Faction X leads Faction X visa versa for Faction Y to try to take control of a zone. Winner gains control of the zone and gets bonuses/rewards for winning the battle.
DEATH PENALTY! Be prepared to have yo shit ganked. If you die in battle or PvE you have 5 minutes to get your corpse or it becomes lootable. Now, I'd hate to see everything looted so maybe only a random piece of gear and some gold becomes lootable. Of course you can always pay to resurrect with all your stuff but that'd be expensive.
Fighters/Warriors that aren't just fucking TANKS! I don't know who decided that the sole purpose of Fighters is to be a damn tank, but it's retarted. Fighters should be damage dealing machines if you so choose.
I guess that's all for now, but I'm sure I'll think of more.

I'd also like to see some of the dumb crap that is in mmo's get taken out completely. A few things I'd like to see eliminated
- Random loot. If you kill someone he should drop what he is carrying
- Money sinks. Armor repair, travel, mounts, etc. Just makes you have to go grind cash
- Long travel times. When I'm traveling to somewhere for the 100th time, I don't need to see the scenery
- Server Transfer fees. It is just transferring data. Why do I have to pay to do this? If the load that takes is too much, only allow it on nonpeak hours
- Leaders that aren't retardedly strong. If Lord British is THAT fucking badass, he should go rid the world of evil by himself
I'd also like to see guilds make more of a difference. Have stat bonuses you can spec you're guild in, or certain skills. Maybe some kind of guild bounty system for a guild that pisses you off. Other stuff I'd like to see
- Reverse Auction houses. Instead of just putting an item up, pick an item you want and a price. someone can see the demand and just sell it like they do to a vendor
- More ways to make my character unique. Instead of just army die, I want to be able to make custom designs on my tabards, have trophies from enemies (WAR), etc
- A decent pet class. Instead of 1 pet 1 master, i want to have a legion of shit at my disposable. Think Necromancer from Diablo 2, but without the lag

Good point on leveling from pvp Meph. Warhammer online will have that, which is the major selling point for me. I will create my character, walk over to the pvp area, and kill shit. You also get decent random loot from pvp (not what the player has), so you don't have to worry about farming for gear. I'm not sure what the effects of capital city raiding are, but from sacking/not getting sacked you're city sells better items at least.
I'd love to be able to leave graphitti on a town we capture. Other things that change the environment I'd also love. I'd like to kill the leader of an enemy city, and put his head on a pike in front of my capital city. I'd like to burn down an important building in the enemy city, and have it stay that way until the npcs rebuild it. Then when it is rebuilt you can still see the effects of the attack.

I want uo prepvp nerfs with better graphics and town control ala lineage 2. Lord British was assassinated in UO near the end of the beta by one player. He threw a fit and that player got banned. My point is though that he wasnt badassed enough to survive an attack by one player.

I also hate the idea behind tanking. Basically you have a damage shield who presses 1 fucking button, with a bunch of robots casting the same fucking heal on him. Thankfully in a pvp game I won't have to deal with that crap. But if there is pve I'd like to see some dynamic encounters that don't include crap like that. Tank/damage/heal is one of the main reasons why mmo pve is so fucking bad. no matter which you do, it is fucking dull as hell
I don't agree with losing you're shit when you die. That is another thing that imo was ONLY put in to artificially inflate content. You won't beat something as fast if you are worried about dying and losing you're shit. Not to mention deleveling. i would like it if gear didn't matter enough to where that would work, though. I like how guild wars handled gear. A sword is a sword is a sword. some of them just look more badass

This was something I wished for while playing wow. I wanted to set up an in-game company (of casters) that you could PM and they would have a set of wizards (already at different major cities) teleport you to them (for a fee of course).
The proudmoore server had a group of characters called the proudmoore summoning team all controlled by one guy. He had a group of summoners at every major quest hub and dungeon in the game. Lineage 2 has a premium gatekeeper available to those who control a guild hall. This gatekeeper will teleport you to every major dungeon town and levelling hotspot.

Another thing I hate that will be fixed in Warhammer
Quests initiated when talking to the quest giver. if i kill 10 wolves, then i've killed 10 fucking wolves. Just because I haven't talked to some retard doesn't mean it has changed. Actually, take kill quests and other trivial shit out. Why am I, the hero of all the lands, killing vermin for some peasant, with no fucking reward?

Since there is no limit to the amount of gold on a server (I kill x wolves, I sell the pelts to a vendor for x dollars) without money sinks you get hyper inflation and money becomes basically worthless. You get inflation now with sinks, without them it would be ridiculous.
